I see it as very important that RTO owners/compliance managers have the skills and knowledge to thoroughly review a sample of an assessment tool before committing to huge amounts of finance to purchase all tools - often only to be very disappointed when the tools get utterly knocked back at audit. Look there is opinion in assessment tools but there is a world of difference between a mostly compliant tool and one that has been created for example, by cutting and pasting in performance criteria. These skills are well represented in numerous Training Packages yet there is much overlap and duplication across units. Additionally for the most part units of competency are out of date due to rapid technological advancement that are changing how workers communicate and collaborate at work.</div><div>The aim of the Teamwork and Communication Cross-Sector project is to develop training package components that address skills needs across industries. The project set out initially to understand industry needs for developing common teamwork and communication units that can be contextualised across various industries.</div><div>Key findings </div><div>To date the key findings of the project are as follows:</div><div>Key trends impacting teamwork skills are diversity in teams, flatter team structures, knowledge sharing and virtual teams.Key trends impacting communication skills are emerging technologies and effective communication and the importance to industry of oral communication, written communication, interpersonal skills (including emotional intelligence), and active listening.Rise of social media and the need for training on these platforms.Employers across a wide variety of industries are experiencing difficulty in finding workers who possess sufficient teamwork and communication skills to make them work ready.While many training packages do possess units related to teamwork and communication skills, the content is not aligned with industry skills needs.Most stakeholders felt that the potential benefits of implementing duplicate units far outweigh the risks, as effective teamwork and communication training is lacking in VET</div><div>Next steps</div><div>The next stage of the project is the drafting of a common bank of training products for teamwork and communication that can be contextualized across various industries. In short, theoretical exercises only.</div><div>High quality training needs to simulate the workplace where students collaborate in discussions and complete practical learning activities that involve teamwork and effective communication.</div><div>Of course assessments cannot be group based. However, assessments can still include role-plays of team discussions or presentations where only one student is being assessed on their performance within that discussion or presentation.</div><div>To this end, (I know its a marketing plug!) J&amp;S Learningwork has taken great efforts to ensure our RTO learning and assessment materials include high quality, engaging practical activities that meet all of the requirements of units of competency. My view is that very, very few of these providers are offering assessment resources that are compliant, let alone written in plain English and user friendly. This is very serious and is another threat to our VET industry which is already so fraught with issues such as unscrupulous providers.</div><div>With so much on offer, I feel it must very difficult for RTO owners to decide which assessment resources to choose and how to choose. The area of assessment is also so complex that it can be difficult anyone other than an assessment expert to determine if the tool is compliant. </div><div>Of course there is a lot of subjectivity on the area but nonetheless there is a world of difference between an assessment tool that is broadly compliant (may have minor issues) to one, which is critically non-compliant (think - cut and paste of unit of competency into observation checklists and third party reports as an example).</div><div>First and foremost the assessment tools have to meet the requirements of the unit of competency and principles of assessment and rules of evidence. So here are some simple tips on how to assess this:</div><div>Does the assessment tool meet unit of competency requirements?</div><div>For example, review the mapping document provided, thinking carefully about the part of the unit you have selected. For example I will often select oral communication skills (part of foundation skills in some units) and then check the mapping to see where the developer says this is assessed and then check if the task really does assess that aspect. </div><div>Often the mapping will say it does this but then there is nowhere in the tool where the assessor actually observes the student face to face (or a video recording) and makes a judgement on their oral communication skills.</div><div>Another common issue is that the tool may ask the assessor to make a decision on “communication skills” without identifying specifically what these communication skills are, for example active listening skills, and what the benchmarks are i.e. did the student demonstrate active listening skills through verbally paraphrasing information provided and checking understanding is correct with the other person.</div><div>Does the tool meet the Principles of Assessment and Rules of Evidence?</div><div>For example, lets take a simple example – fairness. The principle of fairness is described on the ASQA web site as meaning:</div><div>The individual learner’s needs are considered in the assessment process.</div><div>Where appropriate, reasonable adjustments are applied by the RTO to take into account the individual learner’s needs.</div><div>The RTO informs the learner about the assessment process, and provides the learner with the opportunity to challenge the result of the assessment and be reassessed if necessary.</div><div>Therefore to meet the principles of fairness, you should check that the assessment tool for example:</div><div>Clearly specifies the assessment tasks to be completed.Provides specific benchmarks e.g. all written questions must be answered in order for the student to be assessed as satisfactory. Or at least allows you to customize the tool to add this information in.Specifies a context e.g. this assessment will be completed in the classroom or workplace or online, etc.Specifies conditions e.g. is there a time limit or is it open or closed book.</div><div>Thus fairness is ensured, as learners will fully understand what the assessments are, what the criteria for assessment are and the context and conditions of assessments.</div><div>Finally a thought for the day is don’t be fooled by constant emails from providers advertising sales – this is a common marketing tactic and its easy to think, wow that’s a good saving and then just purchase. These are just a few key points; otherwise this blog would be very long!</div><div>Quality training that meets the requirements of Training Packages</div><div>While the Standards for RTOs 2015 brought a stronger focus on the provision of training (Clause 1.3 and requirement to show sufficient learning resources), there is insufficient focus on this aspect to ensure that RTOs are providing training that directly relates to the unit of competency requirements. More often than not, there is careful review of the assessments to see if unit of competency requirements are met, but the same kind of scrutiny is not in place for training practices. Thus, students may not be receiving training that actually enables them to develop the skills and knowledge relevant to their qualification, or their vocation, or to meet the assessment requirements. There need to be a much stronger focus on this, which in turn will enable quality training provision in our sector. </div><div>Continuing Professional Development for trainers and assessors </div><div>The qualifications and professional development of trainers/assessor are issues that have a major impact on our sector. Hopefully the new TAE40116 Certificate IV in Training and Assessment will resolve qualification issues, for example through trainers/assessors having to participate in training courses that are of much longer duration and depth, giving them the required skills and knowledge to train and assess. However, there continues to be an ongoing lack of participation in professional development. A regulated continuing professional development system, such as seen in a range of other industry sectors could be the answer. Trainers and assessors must then participate in professional development in order to gain the required number of CPD points.</div><div>Remedial actions following non-compliance</div><div>The new student-centered audit model has placed a welcome focus on the student experience. However, some of the resulting non-compliance actions are not effective for either RTOs or students. Requiring students to come forward for re-assessment when they have already got their certificates is unrealistic. Expecting RTOs to drive this is also unrealistic.There needs to be a happy medium between this and simply re-submitting new assessment tools for example, monitoring RTOs over time on their implementation of new tools i.e. getting them to submit student work for a specified period of time. </div><div>Business plan drivers</div><div>The review sought feedback on the principles that should drive the business plan of a quality VET provider. Our view is that this is a key issue in the sector. Applications for new RTOs are submitted to ASQA advising that the financial figures are based on a business plan but the business plan itself is often not required to be submitted. In cases where the business plan is asked for, it is not evident who is making the decisions on quality of these business plans or how this is indeed judged.</div><div>A high quality business plan should be an important document for all RTOs whether new or existing. The following principles should be a key focus of business plans of RTOs:</div><div>QualityContinuous improvementFinancial viabilityBusiness and environmental sustainability.Responsiveness to market trends, student needs, and regulatory changesActive reviews of external environment to identify workforce development needs.</div><div>RTO Sector Qualifications</div><div>More professionalism in the sector is required. There is of course a specified qualification within the TAE Training and Education Training Package for trainers and assessors but there are still major gaps for other vital functions of an RTO. </div><div>Often the senior people, and those responsible for quality and compliance in an RTO, have no formal qualifications in adult education, quality practices or compliance. Many may have completed the Certificate IV in Training and Assessment or the Diploma level qualifications from the TAE Training Package, or they may have a business degree, but these qualifications have little to do with the day to day running of a high quality, compliant RTO. </div><div>It was with this in mind that J&amp;S Learningwork in collaboration with RTO Advice Group recently developed the Graduate Diploma of VET Quality and Compliance Management (10615NAT) specifically for quality and compliance specialists, CEOs and RTO Managers. The first cohort of students will start in October 2017 and we excited to launch our innovative approach to delivery of this qualification, which gives students the opportunity to really delve into the meaning of quality. We are also rolling out a further two qualifications to meet the needs of RTO administrators and RTO operational personnel. So watch this space.</div><div>Consistency in decision making by auditors</div><div>One last word! The inconsistency in auditor decision-making needs to be tackled. There is far too much variation in auditor views. This is frustrating for RTOs and damaging for the industry. Auditors say they moderate but a wide variety of views (seemingly personal opinions at times) continue to be seen in audit reports. The review also finds ASQA’s approach is different to the approach taken in other countries, most of which allocate learning time to qualifications.</div><div>ASQA’s strategic review states that over 25% of courses reviewed were advertising durations of less than the minimum of the AQF volume of learning range. Notice the word records.</div><div>Further information included on this FAQ could lead CRICOS providers and other interested parties to believe they must keep completed assessment items for two years, as the remainder of the information presented relates to the retention requirements for completed student assessment items for domestic RTOs. Indeed the FAQ itself refers to student assessment items.</div><div>Now look at the ESOS Act itself. In Section 21, the Act states:</div><div>A registered provider must keep records of each accepted student who is enrolled with the provider or who has paid any tuition fees for a course provided by the provider.</div><div>The records must consist of the following details for each accepted student:</div><div> (a) the student’s current residential address;</div><div> (b) the student’s mobile phone number (if any);</div><div> (c) the student’s email address (if any);</div><div> (d) any other details prescribed by the regulations.</div><div>Section 21 defines Records of assessment as follows: “If: an accepted student of a registered provider completes a unit of study for a course; and the student’s progress in that unit is assessed the provider must record the outcome of the student’s assessment for the unit”.</div><div>Finally this section of the Act states that CRICOS providers must retain records kept under this section for at least 2 years after the person ceases to be an accepted student.</div><div>In summary, CRICOS providers (VET only, not ELICOS) are required to keep completed student assessment items for six months to meet the requirements of the Standards for RTOs 2015, but are not required to keep completed assessment items for any longer than 6 months, as the ESOS legislation explicitly refers to the retention of assessment records only for 2 years. However, I have recently seen a client audit report that advised under Clause 1.8 that RPL kits must be provided.</div><div>Both the Standards for RTOs 2015 and the AQTF Standards (still part of the framework in Victoria) make reference to Recognition of Prior Learning (Clause 1.8 and AQTF 1.5), but what that means in terms of provision of tools is not clear.</div><div>Unfortunately this means that whether RPL tools are required or not depends on the auditor’s interpretation of the standards. This is a frustrating situation for all and I would welcome a clear determination from regulators.</div><div>So what does this mean for applicants/RTOs?
