This qualification consists of 7 core units and 4 elective units. General changes across core units are minor updates to elements, performance criteria and assessment requirements.

All units changed have been re-coded.

Packaging rules have also changed and three units were removed from elective unit list.

FNS40215 Certificate IV in Bookkeeping and FNS40615 Certificate IV in Accounting replaced by FNS40217 Certificate IV in Accounting and Bookkeeping

This qualification consists of 8 core units and 5 elective units. A new core unit not found in either of the previous qualifications is BSBSMB412 Introduce cloud computing into business operations.

FNS50215 Diploma of Accounting is replaced by FNS50217 Diploma of Accounting

This qualification consists of 6 core units and 5 elective units as per the previous version but there are now entry requirements which are completion of the six units, or their equivalent, which constitute the requirements for the FNSSS00014 Accounting Principles Skill Set:

FNS60215 Advanced Diploma of Accounting is replaced by FNS60217 Advanced Diploma of Accounting

This qualification consists of 3 core units and 10 elective units as per the previous version but there are now entry requirements which are FNSSS00014 Accounting Principles Skill Set and FNSSS00015 Advanced Accounting Principles Skill Set; or completion of FNS50215 Diploma of Accounting or completion of FNS50217 Diploma of Accounting

ASQA's latest decision on delivery of English language VET courses means that from 1 March 2018, CRICOS providers delivering English language VET courses to international students will no longer be able to enrol new international students into these courses.

ASQA has today released the long awaited and updated version of the Users' Guide to the Standards for RTOs 2015.

The guide aims to assist RTOs to provide a quality training and assessment experience, as well as to maintain compliance.

The main changes to the User Guide from the previous versoin is that it now reflects ASQA's student centred approach to audit being the student journey from marketing to completion.

Its gong to be a lot of work but I believe there is huge gap in the market which these resources will fill.

I would also like in the New Year to start writing more about what to look out for when deciding whether to buy commercial resources (including ours!) I see it as very important that RTO owners/compliance managers have the skills and knowledge to thoroughly review a sample of an assessment tool before committing to huge amounts of finance to purchase all tools - often only to be very disappointed when the tools get utterly knocked back at audit. Look there is opinion in assessment tools but there is a world of difference between a mostly compliant tool and one that has been created for example, by cutting and pasting in performance criteria. I see many commercial providers offering their tools in this way and it is simply not right to charge so much money for so little effort.

Assessment is consistently the issue at audit and we need to build our sector capacity in this regard to be able to know what is a high, quality compliant assessment tool and even to be able to develop them oneself as needed.

PwC’s Skills for Australia has just released a public paper about the Teamwork and Communication cross-sector project.

Teamwork and communication skills are of course essential skills for workers and are key factors in driving organizational success. These skills are well represented in numerous Training Packages yet there is much overlap and duplication across units. Additionally for the most part units of competency are out of date due to rapid technological advancement that are changing how workers communicate and collaborate at work.

The aim of the Teamwork and Communication Cross-Sector project is to develop training package components that address skills needs across industries. The project set out initially to understand industry needs for developing common teamwork and communication units that can be contextualised across various industries.

Key findings

To date the key findings of the project are as follows:

Key trends impacting teamwork skills are diversity in teams, flatter team structures, knowledge sharing and virtual teams.Key trends impacting communication skills are emerging technologies and effective communication and the importance to industry of oral communication, written communication, interpersonal skills (including emotional intelligence), and active listening.Rise of social media and the need for training on these platforms.Employers across a wide variety of industries are experiencing difficulty in finding workers who possess sufficient teamwork and communication skills to make them work ready.While many training packages do possess units related to teamwork and communication skills, the content is not aligned with industry skills needs.Most stakeholders felt that the potential benefits of implementing duplicate units far outweigh the risks, as effective teamwork and communication training is lacking in VET

Next steps

The next stage of the project is the drafting of a common bank of training products for teamwork and communication that can be contextualized across various industries. PwC’s Skills for Australia will submit a case for endorsement to the ASIC in December 2017 that will include all of the draft training products for endorsement.

Implications for RTOs

I believe that this project highlights the importance of teamwork and communication skills and the need to ensure these are reflected in training and assessment practices.

Too often I see case studies (included as learning and/or assessment activates) where students are asked, for example, “how would you communicate with …” or “discuss the implications for the team”. In short, theoretical exercises only.

High quality training needs to simulate the workplace where students collaborate in discussions and complete practical learning activities that involve teamwork and effective communication.

Of course assessments cannot be group based. However, assessments can still include role-plays of team discussions or presentations where only one student is being assessed on their performance within that discussion or presentation.

To this end, (I know its a marketing plug!) J&S Learningwork has taken great efforts to ensure our RTO learning and assessment materials include high quality, engaging practical activities that meet all of the requirements of units of competency. The resources therefore allow students to develop and practice their teamwork and communication skills (amongst many other skills) to prepare for assessment.

A colleague who is the owner of an RTO reports on daily emails from numerous commercial assessment resources. My view is that very, very few of these providers are offering assessment resources that are compliant, let alone written in plain English and user friendly. This is very serious and is another threat to our VET industry which is already so fraught with issues such as unscrupulous providers.

With so much on offer, I feel it must very difficult for RTO owners to decide which assessment resources to choose and how to choose. The area of assessment is also so complex that it can be difficult anyone other than an assessment expert to determine if the tool is compliant.

Of course there is a lot of subjectivity on the area but nonetheless there is a world of difference between an assessment tool that is broadly compliant (may have minor issues) to one, which is critically non-compliant (think - cut and paste of unit of competency into observation checklists and third party reports as an example).

First and foremost the assessment tools have to meet the requirements of the unit of competency and principles of assessment and rules of evidence. So here are some simple tips on how to assess this:

Does the assessment tool meet unit of competency requirements?

For example, review the mapping document provided, thinking carefully about the part of the unit you have selected. For example I will often select oral communication skills (part of foundation skills in some units) and then check the mapping to see where the developer says this is assessed and then check if the task really does assess that aspect.

Often the mapping will say it does this but then there is nowhere in the tool where the assessor actually observes the student face to face (or a video recording) and makes a judgement on their oral communication skills.

Another common issue is that the tool may ask the assessor to make a decision on “communication skills” without identifying specifically what these communication skills are, for example active listening skills, and what the benchmarks are i.e. did the student demonstrate active listening skills through verbally paraphrasing information provided and checking understanding is correct with the other person.

Does the tool meet the Principles of Assessment and Rules of Evidence?

For example, lets take a simple example – fairness. The principle of fairness is described on the ASQA web site as meaning:

The individual learner’s needs are considered in the assessment process.

Where appropriate, reasonable adjustments are applied by the RTO to take into account the individual learner’s needs.

The RTO informs the learner about the assessment process, and provides the learner with the opportunity to challenge the result of the assessment and be reassessed if necessary.

Therefore to meet the principles of fairness, you should check that the assessment tool for example:

Clearly specifies the assessment tasks to be completed.Provides specific benchmarks e.g. all written questions must be answered in order for the student to be assessed as satisfactory. Or at least allows you to customize the tool to add this information in.Specifies a context e.g. this assessment will be completed in the classroom or workplace or online, etc.Specifies conditions e.g. is there a time limit or is it open or closed book.

Thus fairness is ensured, as learners will fully understand what the assessments are, what the criteria for assessment are and the context and conditions of assessments.

Finally a thought for the day is don’t be fooled by constant emails from providers advertising sales – this is a common marketing tactic and its easy to think, wow that’s a good saving and then just purchase. However, you should always carefully review the tool before purchasing no matter what the savings are.

ASQA has released its new regulatory strategy for 2017 - 2018 with a focus on targeting CRICOS and ELICOS providers. The focus on international education provision reflects the importance of the sector as one of Australia's top service exports, as well as the growth in CRICOS and ELICOS provider registrations.

ASQA has advised that it will undertake a strategic review of VET and English Language education delivery to overseas students focusing on emerging regulatory issues, research into other countries approach to regulation of international education, analysis of international student experiences and additional communication with providers about meeting national standards that safeguard international students.

ASQA's regulatory strategy will also continue to focus on other areas including:

trainer and assessor capability,collaborating with DET to monitor the provision of VET Student Loans by RTOsprogressing recommendations identified in its unduly short training report that was recently releasedincreasing scutiny on new RTOs entering the market and placing conditions on their intended delivery and assessment until their practices have been tested.Continuing with the focus on the student centred audit approachExploring and implementing strategies to embed quality in the VET sector.

The government has just announced a second formal application round for VET Student Loan providers. opening on 30 August 2017 and closing on 26 September 2017.

In order to become a VET Students Loans provider, there are minimum threshold criteria. Therefore applicants must:

be a body corporate that is not a trusteebe carrying on business in Australia and have its central management and control in Australia, andbe an RTO.

Applicants will also need to demonstrate that they meet a range of requirements as specified in the VET Student Loans Rules 2016. These include:

financial performancemanagement and governanceexperience and course offeringsstudent outcomesworkplace relevance

An application fee will also be payable, which is $5,110 .

Detailed information about the application process will be available for RTOs when the next application round opens on 30 August 2017.

The Department of Education and Training has also advised that the requirements relating to the provision of supporting evidence will be similar to those that applied in the previous application round.

Ongoing change is an inevitable part of our sector with the next cab on the rank being the review of the National VET Regulator (NVETR) Act 2011 (or will that be scrutiny of international education provision as per the recent release by ASQA of its regulatory strategy for 2017 – 2018…!).

Submissions for the review of VET legislation closed on 18 August 2017 and so hopefully we will see the outcomes of this by the end of 2017 and possible legislative and regulatory changes during 2018.

The focus of the review as stated in DET’s fact sheet is "the suitability of the NVETR legislative framework and its capacity to support a responsive, effective and efficient approach to regulation to ensure the quality of the national vocational education and training (VET) sector into the future".

To this end, a specific terms of reference was identified and stakeholders were asked to provide feedback on a number of issues including in summary:

Aspects of VET that ASQA need to be closely scrutinisedKey drivers of business plans for VET providersContinuous improvementASQA enforcement powersQuality measurement and reportingA stronger student, parent and community voice

Here are some thoughts on the key issues and required changes in the sector. These are just a few key points; otherwise this blog would be very long!

Quality training that meets the requirements of Training Packages

While the Standards for RTOs 2015 brought a stronger focus on the provision of training (Clause 1.3 and requirement to show sufficient learning resources), there is insufficient focus on this aspect to ensure that RTOs are providing training that directly relates to the unit of competency requirements. More often than not, there is careful review of the assessments to see if unit of competency requirements are met, but the same kind of scrutiny is not in place for training practices. Thus, students may not be receiving training that actually enables them to develop the skills and knowledge relevant to their qualification, or their vocation, or to meet the assessment requirements. There need to be a much stronger focus on this, which in turn will enable quality training provision in our sector.

Continuing Professional Development for trainers and assessors

The qualifications and professional development of trainers/assessor are issues that have a major impact on our sector. Hopefully the new TAE40116 Certificate IV in Training and Assessment will resolve qualification issues, for example through trainers/assessors having to participate in training courses that are of much longer duration and depth, giving them the required skills and knowledge to train and assess. However, there continues to be an ongoing lack of participation in professional development. A regulated continuing professional development system, such as seen in a range of other industry sectors could be the answer. Trainers and assessors must then participate in professional development in order to gain the required number of CPD points.

Remedial actions following non-compliance

The new student-centered audit model has placed a welcome focus on the student experience. However, some of the resulting non-compliance actions are not effective for either RTOs or students. Requiring students to come forward for re-assessment when they have already got their certificates is unrealistic. Expecting RTOs to drive this is also unrealistic.There needs to be a happy medium between this and simply re-submitting new assessment tools for example, monitoring RTOs over time on their implementation of new tools i.e. getting them to submit student work for a specified period of time.

Business plan drivers

The review sought feedback on the principles that should drive the business plan of a quality VET provider. Our view is that this is a key issue in the sector. Applications for new RTOs are submitted to ASQA advising that the financial figures are based on a business plan but the business plan itself is often not required to be submitted. In cases where the business plan is asked for, it is not evident who is making the decisions on quality of these business plans or how this is indeed judged.

A high quality business plan should be an important document for all RTOs whether new or existing. The following principles should be a key focus of business plans of RTOs:

QualityContinuous improvementFinancial viabilityBusiness and environmental sustainability.Responsiveness to market trends, student needs, and regulatory changesActive reviews of external environment to identify workforce development needs.

RTO Sector Qualifications

More professionalism in the sector is required. There is of course a specified qualification within the TAE Training and Education Training Package for trainers and assessors but there are still major gaps for other vital functions of an RTO.

Often the senior people, and those responsible for quality and compliance in an RTO, have no formal qualifications in adult education, quality practices or compliance. Many may have completed the Certificate IV in Training and Assessment or the Diploma level qualifications from the TAE Training Package, or they may have a business degree, but these qualifications have little to do with the day to day running of a high quality, compliant RTO.

It was with this in mind that J&S Learningwork in collaboration with RTO Advice Group recently developed the Graduate Diploma of VET Quality and Compliance Management (10615NAT) specifically for quality and compliance specialists, CEOs and RTO Managers. The first cohort of students will start in October 2017 and we excited to launch our innovative approach to delivery of this qualification, which gives students the opportunity to really delve into the meaning of quality. We are also rolling out a further two qualifications to meet the needs of RTO administrators and RTO operational personnel. So watch this space.

Consistency in decision making by auditors

One last word! The inconsistency in auditor decision-making needs to be tackled. There is far too much variation in auditor views. This is frustrating for RTOs and damaging for the industry. Auditors say they moderate but a wide variety of views (seemingly personal opinions at times) continue to be seen in audit reports. There needs to be greater focus by ASQA on reducing auditor inconsistency.

The Standards for RTOs 2015 require RTOs to undertake validation. It can often be difficult for RTOs to identify qualified persons who can conduct the validation, as trainers/assessors who deliver the qualification cannot conduct the actual validation.

ASQA has published the findings of its national strategic review of issues relating to “unduly short training” which it defines as situations in which an RTO delivers an insufficient amount of training for a learner to acquire the requisite skills and knowledge specified in a unit of competency, skill set or qualification.

A key finding of the report is the complexity of, and confusion surrounding this issue, in particular the absence of guidelines on duration in either units or qualifications. The review also finds ASQA’s approach is different to the approach taken in other countries, most of which allocate learning time to qualifications.

ASQA’s strategic review states that over 25% of courses reviewed were advertising durations of less than the minimum of the AQF volume of learning range. Almost eight per cent of the courses reviewed were advertised with duration of less than half of the minimum AQF volume of learning range.

ASQA’s recommendations about the way forward focuses on changes as follows:

Strengthening the Standards for RTOs 2015 by defining the term ‘amount of training’ to include the supervised learning and assessment activities required for both training packages and VET accredited courses.Ensuring effective regulation of training by enabling Industry Reference Committees to respond to identified risk by including appropriate training delivery requirements, including the amount of training with Training Products.Enhancing transparency by requiring public disclosure of the amount of training in product disclosure statements, presented in a consistent way to enable comparisons across courses.

The Training Provider Briefings address a number of key issues for RTOs including ASQA's new student-centred audit approach, and what it means for RTOs, assessment practices and amount of training. Each issue is summarised below:

Development of the student-centred approach

ASQA’s new approach is designed to ensure a greater focus on the student experience. Most notable changes for RTOs include:

Structuring of audit around the student experience i.e. commencing with Standards that address marketing and advertising (e.g. Standards 4 and 5) through to training and assessment (Standard 1).Scope of audit based on compliance history and risk intelligenceInteraction with students through surveys and interviews (prior to or after the audit)Non-compliances identified may involve remedial action e.g. re-assessing students.

Assessment practices

The briefing provides specific information relating to the TAE application process and summary findings, overview of training and assessment practices found in successful TAE applications and common issues consistently identified in TAE application, particularly assessment.

The assessment issues identified while specific to the TAE could certainly be interpreted as findings that apply to assessments overall.

Validation

ASQA reports that it is finding that many RTOs have not yet commenced their validation plans, indicating that all RTOs must have validated at least 50% of their products by April 2018.

The briefing also indicates common non-compliances in relation to validation, which include, for example, lack of risk assessment, lack of rigour and independence in validation, as well as thoroughness.

Amount of training

ASQA focuses on concerns about unduly short courses and the requirements under Standard 1 in relation to amount of training.

Data reporting and the USI

This section of the webcast focuses on a review of RTOs responsibilities in relation to the USI.

Using available research to inform your Training and Assessment Strategies can be a useful way to address the requirements for industry consultation under the Standards for RTOs 2015. Of course, this should be in conjunction with a range of other industry consultation methods, for example, surveys, meetings or networking.

One such source of research is the information available through Price Waterhouse Cooper Skills for Australia.

A review of this information shows a number of key insights about skill needs for the business services industry as follows:

Employers need workers who have excellent Digital Technology Skills.Employability skills such as communication and adaptability are paramount.Business services workers need to have well developed analytical and decision making skills.

A review of these skills can therefore provide crucial information to inform your Training and Assessment Strategies. For example, selecting elective units within a qualification that specifically address the priority skill areas.

Finally, always ensure that your Training and Assessment Strategies specifically reference the information you have used to show that you have used industry feedback to inform your Strategies and/or enter the information into an industry consultation register.

This week I was in an audit where the auditor incorrectly stated that CRICOS providers must keep completed assessment items for 2 years. I believe there is general confusion around this issue.

So let’s look at this:

The FAQ on the ASQA web site states “How long must CRICOS students assessment items for?” https://www.asqa.gov.au/faqs/how-long-must-cricos-student-assessment-items-be-kept

The answer provided indicates that CRICOS providers must keep student assessment records for a minimum of 2 years. Notice the word records.

Further information included on this FAQ could lead CRICOS providers and other interested parties to believe they must keep completed assessment items for two years, as the remainder of the information presented relates to the retention requirements for completed student assessment items for domestic RTOs. Indeed the FAQ itself refers to student assessment items.

Now look at the ESOS Act itself. In Section 21, the Act states:

A registered provider must keep records of each accepted student who is enrolled with the provider or who has paid any tuition fees for a course provided by the provider.

The records must consist of the following details for each accepted student:

(a) the student’s current residential address;

(b) the student’s mobile phone number (if any);

(c) the student’s email address (if any);

(d) any other details prescribed by the regulations.

Section 21 defines Records of assessment as follows: “If: an accepted student of a registered provider completes a unit of study for a course; and the student’s progress in that unit is assessed the provider must record the outcome of the student’s assessment for the unit”.

Finally this section of the Act states that CRICOS providers must retain records kept under this section for at least 2 years after the person ceases to be an accepted student.

In summary, CRICOS providers (VET only, not ELICOS) are required to keep completed student assessment items for six months to meet the requirements of the Standards for RTOs 2015, but are not required to keep completed assessment items for any longer than 6 months, as the ESOS legislation explicitly refers to the retention of assessment records only for 2 years. The definition of assessment records does not extend to completed student assessment items, as can be seen from the Act.

The Assistant Minister for Vocational Education and Skills Karen Andrews yesterday has announced a review of the legislative framework toverning the regulation of the vocational education and training (VET) sector.

One of the goals of the review is cited as being to investigate whether ASQA’s legislative powers are sufficient to enable it to effectively protect students, employers and the public against RTOs that do not comply with the relevant Standards. The review will also include an evaluation of ASQA's functions and powers to assess whether they are consistent with best practice regulation and how well current systems meets the needs of students and industry

The Minister has advised that Valerie Braithwaite, Professor at the Australian National University’s School of Regulation and Global Governance, will lead the review of the National Vocational Education and Training Regulator Act 2011.

It is expected that a report will be produced by the end of the year with findings and recommendations.

The National Code of Practice for Providers of Education and Training to Overseas Students 2017 came into effect on 10 April 2017.

This is an administrative update only reflecting terminology used in the Education Services for Overseas Students Act 2000 (ESOS Act) amended in 2015, as well as aligning the registration process under the ESOS Act, which took effect on 1 July 2016.

Content of the updated Code is essentially the same as the version of the National Code it replaced. Note, however, that this version of the National Code will be replaced later this year by a new National Code following a recent consultation process conducted by the Department of Education and Training.

CRICOS providers should ensure they update their document to reflect the new date of the Code.

Today ASQA has announced that a new online form for submitting the Annual Declaration of Compliance for RTOs is available. ASQA advises on its web site that an email has been sent out to all RTOs that contains a unique URL in order to access the declaration and submit online.

The declaration must be completed by the 31 March 2017 at the latest. RTOs are advised by ASQA that failure to lodge the declaration will result in regulatory action.

ASQA uses the information in the declaration to identify risks although self-reporting of any non-compliances is said not to automatically trigger a regulatory response from ASQA. The focus will be on whether RTOs have conducted a rigorous and accurate self-assessment to identify all risks.

Yesterday I attended the Department of Education and Training's information session in Brisbane on the application process for VET Student Loans.

I had thoroughly read the application guide before attending so much of the information presented was nothing new. However, there were some key points that stood out for me that I want to share as follows:

The application process is a competitive process where all provider have an equal chance of succeeding.It is up to each applicant to demonstrate that they are a high quality provider and to support this with verifiable evidence.High quality, strong student engagement and student outcomes were words that were used frequently throughout the presentation.There will be an application process each year for VET Student Loans so if you decide not to apply this year, you could do so in 2018.There is no application fee this year but there is likely to be one in future.There is no limit on the number of providers who can be approved.Ideally, you should be able to demonstrate student completion rates of above 50%.

Only RTOs who been operating for more than three years can apply due to the requirement to provide three years of audited financial statements, as well as demonstrated experience in providing high quality vocational education for at least three consecutive years.

Eligible providers who sign up for assistance from J&S Learningwork with their VET Students Loans application will be provided with our clear and comprehensive checklist, both to help you understand requirements, as well as provide all of the evidence required.

Applications are open from today 23 December 2016 to 19 February 2017.

The Department of Education and Training will also be providing briefings in Sydney, Brisbane and Melbourne during the week beginning 16 January 2017 with registrations open for these briefings by 6 January 2017.

The Department of Education and Training will be replacing the VET FEE-HELP with a new scheme called VET Student Loans. This scheme is designed to offer greater protection for students and access to quality higher- level VET qualifications.

VET Student Loans will apply from 1 January. Legislation to be introduced will provide for:

Expanded monitoring and regulatory powers in relation to VET student loans providersThe ability to freeze payments to providers due to poor performance, non-compliance or suspected non-complianceA lower threshold by which to suspend a provider’s approval on the basis of poor performance or reasonable satisfaction that there has been non-complianceOption of re-crediting all student debts that have arisen where a particular enrolment or cohort of enrolments have been deemed non-genuineAbility to cap individual provider loan amounts as a result of compliance activity or to control non-genuine growth in enrolments or unreasonable fee increasesCapacity to place conditions on providers, for example, restricting the scope of delivery of courses a provider can offer under the program, and greater protection for students by prohibiting providers from seeking outstanding fees from students if a provider’s approval is suspended or revoked, or its payments frozen.

As part of its new audit approach, ASQA is seeking greater input from current and previous students through the use of surveys.

Students who have recently enrolled or completed within the last 12 months will be asked to complete an electronic survey about their experiences which will be used to inform the scope of an RTO’s audit, identify areas of concern and support evidence or variance from evidence provided by an RTO at an audit.

The survey will seek student input on a range of areas that relate to marketing and recruitment, enrolment, support and progression, training and assessment and completion.

The sample size will be 1000 students or if an RTO has enrolled and/or completed less than 1000, all students will be surveyed.

To collect the information provided, ASQA will either:

Require RTOs to complete a template with a list of student details and to inform these students they may receive a survey from ASQA. ASQA will then send out an email invite to all or a sample of these students requesting they complete the survey; orRTOs will be required to email all or a sample of your students using a template email containing a survey link.

As you may know, ASQA has revised its approach to existing auditing practices with implementation starting from now to early 2017.

The new customised audit approach will be structured around five key phases of the student experience—marketing and recruitment; enrolment; support and progression; training and assessment; and completion.

Currently audits are triggered by applications, whereas the new audit model puts greater focus on risk analysis and intelligence to trigger audits, a proactive regulation approach.

The new approach will also see the reduction of multiple opportunities to submit revised systems, policies and procedures. Under changes recently introduced by ASQA, the opportunity for RTOs to respond to audit findings will be limited to legal procedural fairness requirements, which may mean no rectification opportunities and a move to immediate sanctions.

Non-compliances that are not considered serious can still be dealt with through a written direction requiring the RTO to address the non-compliances within a specified period and retain evidence that this has occurred.

The new audit model will also require RTOs to take action to address any harm to students caused by non-compliances.

Do I need an RPL kit for an ASQA, VRQA or TAC audit?

Clients often ask if they need RPL kits for a regulatory audit. My response is usually that it depends on the auditor. I have been at audits during which the auditor has advised that as the applicant/RTO state in their student information that they offer RPL, this is then sufficient and therefore compliant. However, I have recently seen a client audit report that advised under Clause 1.8 that RPL kits must be provided.

Both the Standards for RTOs 2015 and the AQTF Standards (still part of the framework in Victoria) make reference to Recognition of Prior Learning (Clause 1.8 and AQTF 1.5), but what that means in terms of provision of tools is not clear.

Unfortunately this means that whether RPL tools are required or not depends on the auditor’s interpretation of the standards. This is a frustrating situation for all and I would welcome a clear determination from regulators.

So what does this mean for applicants/RTOs? Given that you may have some candidates who require RPL and you may be asked to provide RPL kits at your audit, I generally tend to recommend having RPL kits where possible.
